The Office of Personnel Management (OPM) requires that all federal agency HR Specialists hold a current Delegated Examining (DE) certification before they are permitted to perform qualifications review for competitive hiring and issuing a Certificate of Eligibles (hiring lists) of qualified applicants. All those applying for jobs listed to the Public on the USAJOBS.gov website will have their resume(s) and any other required documentation reviewed by an HR Specialist who has been DE (Delegated Examining) certified by the Office of Personnel Management (OPM). They will determine whether or not an applicant meets the required qualifications as stated in the job announcement, not the Hiring Manager, Selecting Official or a Subject Matter Expert.
